| Question | Short answer |
|---|---|
| Is training required? | Yes. The Fire Safety Order requires adequate safety training for every employee. |
| Who needs it? | Every employee, when they start and when their risks change, and more for the people you name to run an evacuation. |
| What must it cover? | The precautions each person takes, and what they do to keep themselves and others safe. |
| How often? | Repeated where appropriate and whenever risks change, with at least one fire drill a year. |
| What to keep | Your drill results, kept with your fire safety and evacuation plan. |
What the law expects of your training
Under article 21 of the Regulatory Reform (Fire Safety) Order 2005, the responsible person must make sure employees get adequate safety training:
- When they start work.
- When their risks change, because of a new role or responsibilities, new or changed equipment, new technology, or a new or changed system of work.
The training must:
- Cover the precautions and actions each person takes to keep themselves and others on the premises safe.
- Happen again periodically where appropriate, and change with new or changed risks.
- Match the risks your fire risk assessment found.
- Take place during working hours.
You must also name competent people: enough of them to carry out your evacuation procedures (article 15), and people to carry out any fire-fighting measures your premises need (article 13), with training and equipment adequate for your premises and their hazards. This pack calls them fire wardens and marshals. GOV.UK adds a fire drill at least once a year, with the results recorded and kept as part of your fire safety and evacuation plan.
The order covers England and Wales. In adult social care, Skills for Care sets a minimum refresher of three years for fire safety training.

What the training covers
Staff session:
- How fires start, and how to prevent them at work
- The main fire risks on your premises
- What to do if you discover a fire
- Raising the alarm and calling the fire service
- Your escape routes and your assembly point
- Fire doors and keeping escape routes clear
- Fire safety equipment, and when to use it
- Fire drills: what happens and what you do
Fire warden and marshal briefing:
- Your role, and why the law needs competent people
- Checks on escape routes, fire doors and equipment
- Leading an evacuation and sweeping your area
- People who need help to leave
- The roll call at the assembly point, and meeting the fire service
- After a drill or a fire: recording it and reporting faults
After the training
Run your drills. Hold at least one fire drill a year, record the results, and keep them with your fire safety and evacuation plan.
Train again when things change. A new role, new equipment, new technology or a new way of working means new training for the people it affects.
Update the training when your fire risk assessment changes. The training should match the risks your assessment found, so update both together.
Our free manual handling and COSHH training packs work the same way.
Common questions
Is fire safety training a legal requirement?
Yes. Under article 21 of the Regulatory Reform (Fire Safety) Order 2005, the responsible person must make sure employees get adequate safety training when they start work and when they face new or increased risks. The training must take place during working hours.
How often should you refresh fire safety training?
The order sets no fixed interval. It says training must be repeated periodically where appropriate and adapted to new or changed risks. GOV.UK says to run at least one fire drill a year and record the results. Skills for Care sets a minimum refresher of three years for fire safety training in adult social care.
What's the difference between a fire warden and a fire marshal?
The law uses neither name. It requires competent persons: people with sufficient training and experience or knowledge and other qualities to carry out your evacuation procedures and any fire-fighting measures. This pack calls them fire wardens and marshals, and its briefing covers both.
Who needs fire safety training?
Every employee, when they start and whenever their risks change: a new role, new equipment, new technology or a new system of work. The people you name to run an evacuation need enough training to do it for your premises.
Does the pack teach people how to use a fire extinguisher?
The staff session covers fire safety equipment and when to use it. Using an extinguisher and running a drill are practical skills, so your drills and any hands-on extinguisher training stay in person.
What's in the free fire safety training pack?
Four editable files: a staff session (PowerPoint, with speaker notes), a fire warden and marshal briefing (PowerPoint, with speaker notes), a quiz with answers and a training record to sign (Word), and a rollout guide (Word).
What's the difference between the free pack and the tailored training?
The free pack is the template: four editable files you fill in, present and record yourself, with no certificate of completion. We build the tailored training for your organisation and run it for you: a branded company site with your training content, every member of staff invited by email and reminded until they complete it, and a dated certificate for every completion.
Does this cover Scotland and Northern Ireland?
No. The Fire Safety Order covers England and Wales only.
