Amazon's Protective Services Investigations Group knew that employee concerns were going unreported at scale — and knew exactly why. The existing options had been built for a US corporate audience: a US-based hotline number that carried carrier fees internationally, an email address that felt like it went to the employer rather than an independent third party. Focus groups revealed that employees wanted true anonymity from a platform that wasn't part of the company they worked for.

Safe Workplace was approved after eight successive security reviews with a "Highly Confidential" classification — every layer of encryption, hosting, access control and vendor risk assessed against Amazon's own internal standards.

Safe Workplace was co-designed with Amazon's global workforce through 62 group workshops and 59 creative communications. The platform offered anonymous incident reporting, live chat with triage analysts, region-based VoIP calling to five security centres, desktop web access, a mobile app, and multi-language support. Physical marketing — posters, badge tags, QR codes — landed the channel across HQ1, HQ2 and every fulfilment building worldwide, so the reporting route was visible exactly where employees were.
